abstract = "Planning retrofit actions on existing highway bridges under tight budget constraints is a challenging process. This can be achieved through a holistic management framework that accounts for uncertainties and attitudes of the decision maker. In this paper, a probabilistic methodology to establish optimum preearthquake retrofit plans for bridges considering risk attitudes is developed. A multi-criteria optimization problem is formulated to obtain the optimum retrofit planning of highway bridges. The uncertainties associated with seismic hazard and structural vulnerability are incorporated within the proposed approach. The time effects on structural seismic performance are included in the proposed framework. The optimum Pareto set of final retrofit planning is obtained using Genetic Algorithms. The capabilities of the proposed methodology are demonstrated by applying it to an existing bridge.",
