Abstract
In this paper a methodology is presented for estimating the short-run operating cost reductions resulting from the implementation of load management on thermal based electric utilities. This methodology is based on a probabilistic simulation of the operation of the systems, and was used to make quantitative estimates of the general characteristics of desirable load shaping strategies, as well as to assess the desirability of three specific strategies on two actual U. S. utilities. An investigation of three specific simulated strategies and their effects on two utilities' operating economics showed that time-of-day metering is cost-justified by reductions in fuel expenditures, but that remote control of water heaters and residential thermal insulation are not.
